Our history of proven leadership, teambuilding, negotiating, and effective communication and motivation skills complement those technical skills lending to EUR’s successful history of client support through both complex construction needs as well as the positive resolution of the often contentious project issues.

Who We Are

Eloy U. Retamal, S.E. – President
Mr. Retamal is a Senior Program/Construction Manager with more than 27 years of professional experience in project/construction management and structural engineering, including contract administration, project controls, inspection during damage assessment, programming, design and construction. He thoroughly understands Code of Federal Regulations No. 44 (44CFR), which governs Emergency Management and Assistance processes on Federal Emergency Management Agency (FEMA) projects. Eloy has also been heavily involved in energy dissipation and building/base isolation projects for over 25 years.

Eloy is a licensed Professional Structural Engineer in California and Chile.

Tom Brown, P.E., C.E.M. – Director of Engineering
Mr. Brown has over 30 years of experience in facilities design, construction, program and project management / administration, and facilities operations. He has performed key administrative and management oversight roles on hundreds of millions of dollars of complex building and infrastructure design, construction, and / or renovation projects, as well as operational responsibilities for the same. Tom has also been a leading driver of alternate energy systems installations within the CSU system having installed through his unique in-house design build process 692kW of Photovoltaic power, the first 1 mega-watt fuel cell power plant installation at any College or University in the world, a highly efficient 2000 ton chiller plant, and a most unique and sustainable sub-tropical rainforest sustained entirely by fuel cell and chiller plant waste byproducts.

Tom is a licensed Professional Mechanical Engineer in California.
