EUR Consulting & Development is a leading provider of Structural Engineering services, and specializes in Seismic Isolation and Energy Dissipation technologies.  Our team has provided consulting services to Universities, hospitals, museums, and government clients for over 30 years and has worked on several ground-breaking projects worldwide.  Projects of note include one of the first base isolated buildings in the U.S. (the Los Angeles County Operations Center, which was designed to withstand an 8.3 magnitude earthquake from the San Andreas fault) the first two base isolated structures in Colombia (Clinicas Confandi and Imbanaco), the first base isolated University facility in the City of Manizales, Colombia, and the first base isolated hospital in the City of Pereira, Colombia.

EUR is a proponent of the use of Lead Rubber Bearings (LRBs or isolators), which are cylinders comprised of layers of rubber and steal with a lead core, to make structures more earthquake resistant.  Steel plates above and below the cylinder connect the isolator to the structure.  Through the use of LRBs, structures are decoupled from the ground, allowing them to act more flexibly during an earthquake.  LRBs also have a damping effect, absorbing some of the energy created as a result of a seismic event.  The result is an up to 75% reduction in forces and displacements in a structure.  This means that after an earthquake an isolated structure will be essentially undamaged and can continue operating seamlessly.  Our team is also familiar with other various isolation technologies (high damping rubber bearings, rubber bearings, friction pendulums, sliders, etc.) and understand each system’s strengths and weaknesses, ensuring our clients that we can find a solution to meet their needs no matter how difficult the project.  Our team works closely with our clients throughout the entire process in order to properly educate them on the system being installed, the installation process/requirements, and the necessary maintenance.

EUR’s President, Mr. Eloy U. Retamal, is a registered Structural Engineer in both California and Chile.  Mr. Retamal worked on the first hospital in the United States with a base isolation system, USC Hospital Medical Center, from 1989-1990.  He then went on to lead the construction of the base isolated Los Angeles County Emergency Operations Center (EOC) and the Los Angeles Police Department Emergency Response Centers, Parker Center and SF Valley.  Following the 1994 Northridge Earthquake, Mr. Retamal became the Program Director for the OES/FEMA Seismic Repair Program at California State University, Northridge, winning the Construction Management Association of America’s 2004 Excellence in Program Management Award for Programs Over $100,000,000.
